Daily Bible Study
They've condensed it (obviously, this isn't 8 verses) and skewed it just a bit.

What the passage says is that if a man marries, and hates his wife, he can claim she isn't/wasn't a virgin. If the bride's father can prove she is/was, then the husband is stuck with her. If her father can't prove it, then the people are to stone her to death.

It's interesting where the burden of proof lies. Gotta love the Mosaic Law.
